This occurred for me with an LTS upgrade from 12.04 to 14.04 on a server
with a static IP.

Bug description:
  I did an apt-get dist-upgrade on my Trusty machine and samba-common
  failed to upgrade. It looks like it's trying to remove a directory
  that no longer exists (dhcp3 vs. dhcp).

  Here is the output.
