[Bug 1321413] [NEW] release-upgrade from 13.10 to 14.04. not possible

While trying to upgrade from 13.10 to 14.04 the error message "Es konnte
nicht ermittelt werden, welche Systemaktualisierungen verfügbar sind"
appears and the upgrade process stops.

tom at tsc-notebook02:~$ lsb_release -rd
Description:    Ubuntu 13.10
Release:        13.10
tom at tsc-notebook02:~$ 

Neither I have a pre-release installed nor I try to upgrade to a pre-
release. Also there are only official packages installed.
