at least e.g. emacs recognises this as a shell-script mode. I don't
think it should have a shebang as that file must not be executed, but
instead sourced into the environment.

Bug description:
  I think the default .bashrc should begin with  #!/bin/bash so that it
  will automatically be syntax colored in editors such as gedit.
