This bug was fixed in the package ubuntu-release-upgrader - 1:0.219.1

  * DistUpgrade/DistUpgradeApport.py: if we are running with a display set
    assume that update-notifier is running and do not launch apport thereby

Bug description:
  DistUpgradeApport.py includes code to launch apport-gtk.  This can
  result in two apport crash dialogs (the other initiated by update-
  notifier) appearing for the same crash.
