Reading and verifying above bug-reports I have here in 'git-send-
email.perl':

[ /usr/lib/git-core/git-send-email ]
...
sub ssl_verify_params {
...
        if (!defined $smtp_ssl_cert_path) {
                # use the OpenSSL defaults
                return (SSL_verify_mode => SSL_VERIFY_PEER());
...

So, the real problems seems to be to have a higher version of libio-
socket-ssl-perl (here on precise: 1.53-1).

  * git-email: Recommends: libio-socket-ssl-perl (>= 1.951) since
    earlier versions do not use OpenSSL's defaults when ca_path
    and ca_file are unset.

Bug description:
  When using git send-email via the Gmail SMTP servers, I get the
  following error:

  STARTTLS failed! SSL connect attempt failed with unknown error
  error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate
  verify failed at /usr/lib/git-core/git-send-email line 1241.

  The git configuration is as follows:

  [sendemail "gmail"]
      smtpencryption = tls
      smtpserver = smtp.gmail.com
      smtpuser = myaccount at gmail.com
      smtpserverport = 587
