Thanks for taking your time to report this issue and help making Ubuntu
better.

I can confirm that command-not-found 0.3ubuntu9 on Ubuntu Trusty will
suggest to install kvkbd even though the package is not available.
(Kvkbd has been removed from the archive, see bug 1276140 for details)

** Changed in: command-not-found (Ubuntu)
       Status: New => Confirmed

  package kvkbd not available, despite offered to install

Bug description:
  The following seems inconsistent. Ubuntu 14.04 offers to install my
  package. I take it up on its offer, and it says it's not possible.
  Instead, kvkbd should be accessible somewhere.

  $ kvkbd
  The program 'kvkbd' is currently not installed. You can install it by typing:
  sudo apt-get install kvkbd

  $ sudo apt-get install kvkbd

  Building dependency tree
  Reading state information... Done
  Package kvkbd is not available, but is referred to by another package.
  This may mean that the package is missing, has been obsoleted, or
  is only available from another source

  E: Package 'kvkbd' has no installation candidate
