That is the code in question.

The crashes are considered system crashes, so update-notifier will
launch /usr/lib/update-notifier/system-crash-notification so we should
see if that is running.

Bug description:
  DistUpgradeApport.py includes code to launch apport-gtk.  This can
  result in two apport crash dialogs (the other initiated by update-
  notifier) appearing for the same crash.
