that configuration is invalid, "manual" interfaces don't allow address
and netmask stanza, those are limited to "static" interfaces.

Status in “ifupdown” package in Ubuntu:
  Invalid

Bug description:
  iface eth0 inet manual
   address 10.0.2.15
   netmask 255.255.255.0

  From my reading of the interfaces man page, this should let the
  machine come up with no eth0 and then let me run it via 'sudo ifup
  eth0'.  This doesn't work.
