[Bug 1292628] [NEW] 'grub-install --force "(hd0)"' fails on trusty during installation

Public bug reported:


Network/PXE installs of Trusty fail on installing grub.

The error message in syslog is "'grub-install --force "(hd0)"' failed"

I can install grub manually by chrooting into the target and running

grub-install /dev/sda

Which works without any issues.
