[Bug 1290940] [NEW] Locked screen unlocks during upgrade

Public security bug reported:

1. Install Ubuntu 13.10.
2. At a terminal, enter "update-manager -cd" to trigger an upgrade to Trusty.
3. At the prompt, choose "Upgrade", and follow the steps.
4. Once the upgrade starts, lock the screen.

What happens: At some point, the screen unlocks.

What should happen: either screen locking isn't possible during upgrade,
or once locked the screen remains locked.
