Explanation of the Ubuntu delta and why it can be dropped:
  * Fix the build with the APR library in the multiarch libdir.

Debian has merged the Ubuntu changes.

  * Non-maintainer upload.
  * debian/rules
    - specify "--apr-lib-dir" to fix "FTBFS: 'Error:', 'cannot find APR
