I am the developer of libburn and see no indication
that this problem is related to it.
The message "writing data" does not stem from libburn.

The bug report does not tell by what means the medium shall 
be ejected:
Hardware button at the drive, shell command "eject",
some desktop icon, a run with a libburn based program, ... ?

Bug description:
  When I eject a regular, read-only DVD from my drive, I'm first asked
  to wait while the system is "writing data" to the disk.

  I'm sure that's not what's happening, but it doesn't look very
  reassuring!
