  sshd: Default is PermitRootLogin without-password

Status in Finnix:

Status in “openssh” package in Ubuntu:
  New

Bug description:
  The new default is "PermitRootLogin without-password", which is good
  for a permanent system, but given the use of Finnix, the ability to
  quickly log in as root is preferred.  Change to "PermitRootLogin yes".
