[Bug 1332949] [NEW] apt-get update keeps downloading indexes when not needed

Upgraded from 12.04 LTS to 14.04 LTS. "apt-get update" check now
downloaded enormous amounts of data from the repositories (37meg+, in my
case), even when the remote repository files/indexes are still the same.

Seems to be a duplicate/regression of these bugs:

http://bugs.launchpad.net/launchpad/+bug/1001886
