I found a workaround: Uninstall flightgear and its dependencies before
the upgrade.

  When attempting to upgrade from Ubuntu 13.10 to 14.04 I encounted the
  issue described by the attachments. It is never able to calculate the
  package setup for the resulting upgraded system and exits without
  performing an upgrade.
