Just went ahead and reviewed pfb2t1c2pfb myself.  (Boy that's a
mouthful)

- Needs team bug subscriber
- It is a binary format parser, which normally would raise my security-review hackles, but since this is just used during package builds, I think it's fine.
- Looks good besides.  Just needs that bug subscriber
