It looks like this is because dnscache-run is not compatible with
resolveconf (see here: https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=582755) So naturally if an upgrade insists on
installing/updaing resolveconf it needs to remove dnschache-run. It
would be really nice of dnscache can live peacefully with the
(relatively) new resolveconf system, but from the looks of it currently
it's either one or the other.

Title:
LTS upgrade removes needed dnscache-run package

Status in “update-manager” package in Ubuntu:
  New

Bug description:
I was running through the LTS upgrade of our last production 10.04
server, upgrading finally to 12.04. I have run into a repeat issue
with the do-release-upgrade LTS upgrade process.

Our configuration calls for the use of DJBDNS rather than Bind or some
other DNS implementation. Going through the LTS do-release-upgrade
upgrade removes those DJBDNS related packages and substitutes
resolvconf and also seems to be related to package ubuntu-minimal.

Attached is the term.log of me correcting the misconfiguration of
  DJBDNS.

The result is that DNS is no longer working after the LTS upgrade,
until manual correction of the needed dnscache-run package.
