The mini.iso uses debian-installer, not ubiquity.

  net installer stops 25% through prompting for input

Status in “debian-installer” package in Ubuntu:

Bug description:
  This is more of a nuisance than a bug, but when installing via the net
  installer (I'm using Xubuntu's 14.04 "mini.iso") the install begins
  before gathering basic info. Knowing that I'm on a limited bandwidth
  connection, it is frustrating when I think that I've kicked it off and
  come back hours later only find that the installer has paused for
  intervention and will require another two hours to complete.

  I would expect that it would complete the base install sans
  babysitting rather than prompting me 25% of the way through to answer
  questions about whether or not I want to perform automatic updates.

  I understand that the installer needs to ask which packages are
  necessary after phoning home, but it would be nice to provide that
  list earlier or give the user a head's up that the install will
  require further intervention.
