Explanation of the Ubuntu delta and why it can be dropped:
  * Use dh-autoreconf.
  * Enable parallel builds.
Fixed in debian

expat (2.1.0-5) unstable; urgency=low

  * Move to Standards-Version 3.9.5 and to debhelper level 9 .
  * Sync with Ubuntu.
