Please sync libcap-ng 0.7.3-1.1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/{control,rules}: Build with dh-autoreconf for new ports.
  * Resynchronize on Debian, remaining changes:
  * debian/control: don't use python-support
Fixed in debian

  * Non-maintainer upload.
  * Use dh-autoreconf for better support of new architectures.  Thanks
