Hi,
I a custom Ubuntu 12.04.4 I don't have it hanging but it is terribly slow to go to the next step. I also have 

APT::Periodic::Update-Package-Lists "1";
APT::Periodic::Download-Upgradeable-Packages "0";
APT::Periodic::AutocleanInterval "0";

in the 10periodic file.

Bug description:
  Every once in a while since upgrading from 10.04 to 11.04 my computer
  will hang on shutdown while showing a text console.  This isn't fun
  for when shutting down unattended.

  The last message on the screen is "Checking for running unattended-
  upgrades: _"
