Also seeing this on 14.04 while using a usb key to install (only a cheap
slow usb2 one though).

Chris Ball's workaround worked for me though I was almost sick at having
to do something this hacky.

Bug description:
  Raring virtual-host server preseeded installation failed with the
  following error with 20130206 i386 image.

  This appears to be an intermittent issue because a manual installation
  and a consecutive preseeded installation succeeded.
