Configuration of cloud images has nothing to do with packaging of
aptitude.

Bug description:
  apt-xapian-index caused some issues recently for us (see bug #1227420)

  It was surprising to see this rather unnecessary package on the cloud
  images. I believe it should be removed to avoid any further
  complications.
