[Bug 1349007] [NEW] Packages.gz corrupt during utopic-daily amd64 mini.iso install

Public bug reported:

I am testing the utopic-daily netboot amd64 image in a Vbox VM in 14.04
main.  During "Install the base system" I get a "Debootstrap warning
Warning: http://us.archive.ubuntu.com/ubuntu/dists/utopic/main/binary-
amd64/Packages.gz was corrupt"

First I tried a custom partition scheme, then I tried the default
scheme, and then I redownloaded the image and tried the default scheme
again.  In all cases the result was the same.  I can finish the
installation, but it will not boot.
