I think it's working reasonably well now, with test cases, and much
faster than the previous retriever. I also added several safety measures
to avoid losing ddebs, like queueing them locally up to 30 days (in case
they are stuck in a PPA or in binNEW).

Bug description:
Getting crashdb traces on their feet for ARM in utopic has revealed a
number of crashes failing to retrace due to missing dbgsym packages.
At least one of these failures is for thumbnailer, which has ddebs
available for libthumbnailer0, but not for the other binaries from
this source.

The build log shows that all the ddebs are being built, but not all of
them are making it to ddebs.u.c.

My best guess is that this is a problem due to the difference in
component between source and binary (thumbnailer source is in main;
the missing ddebs are for the packages in universe, thumbnailer-
service and qtdeclarative5-ubuntu-thumbnailer0.1).
Not sure if this is a bug in pkgbinarymangler, or on the ddeb-
retriever/publisher side. Quite possibly the latter, but I don't know
where to file a bug for that code.
