[Bug 1346847] [NEW] Could not initialize the package information

Public bug reported:
The update manager does not start/show any update for cache or software.
Whenever I try to run the update manager it shows an error.
The error states something like this:
'E:Encountered a section with no Package: header, E:Problem with
MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_precise-
security_universe_binary-i386_Packages, E:The package lists or status
file could not be parsed or opened.'
Please fix this Bug so that the update manager does work properly.
