[Bug 1345052] [NEW] Upgrade to 14.04 fails to download linux headers 3.13.0-32

Public bug reported:

Updating from kubuntu 13.10 to 14.04 failed when downloading packages.

Steps to reproduce:
Installed kubuntu 13.10-desktop-amd64 in a virtual machine.
After reboot, tried a distro upgrade to 14.04 with the GUI tool
Most packages download, then after a several minute pause, the error:

Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/l/linux
/linux-headers-3.13.0-32_3.13.0-32.57_all.deb Connection failed [IP:
91.189.91.14 80]

Checking http://security.ubuntu.com/ubuntu/pool/main/l/linux/ shows that
the file exists, and downloading it with wget works.

Trying the upgrade several times produced the same failure.

Workaround: 
sudo cp linux-headers-3.13.0-32_3.13.0-32.57_all.deb /var/cache/apt/archives/
, then restart the upgrade.
