While it certainly wasn't an issue with my installation (I even
downloaded the package directly and un-ar'ed it to check), I can confirm
that is fixed in cifs-utils 2:6.0-1ubuntu2 at the very least.

  mount.cifs missing from cifs-utils

Status in “cifs-utils” package in Ubuntu:
  Incomplete

Bug description:
  In the Trusty development branch, cifs-utils does not provide
  mount.cifs.  This breaks for example using "credentials=<file>" as
  described in https://help.ubuntu.com/community/Samba/SambaClientGuide
  and requires you to put username and password in plaintext into
  /etc/fstab:

  # mount.cifs
  The program 'mount.cifs' is currently not installed. You can install it by typing:
  apt-get install cifs-utils

  # apt-get install cifs-utils
  Reading package lists... Done
  Building dependency tree       
  Reading state information... Done
  cifs-utils is already the newest version.
  0 to upgrade, 0 to newly install, 0 to remove and 0 not to upgrade.

  # dpkg-query -W cifs-utils
  cifs-utils	2:6.0-1ubuntu2
