[Bug 1339050] [NEW] "Installation Complete" when quit but hasn't done anything

Public bug reported:

When the installer stops working and I force quit it from the launcher,
a dialog box appears named "Installation Complete" and saying
"Installation has finished"; it hasn't actually even started installing,
so the message is misleading.

Expected: some other message briefly describing the current state (i.e.
not installed or only partially installed); maybe an option to retry
installation.
