[Bug 1338899] [NEW] Test already installed click package

Public bug reported:

Add an "--installed-click=foo" action which represents an already
installed click package instead of having to specify a locally built one
on the command line. This can be shortened with "click:foo", which would
currently fail if it's not already installed. Later, if we figure out
how to do that, it could download it from the store.
