[Bug 1337770] [NEW] "You need to reboot" dialog comes back after dismissal

Public bug reported:

The dialog informing you that you need to reboot is slightly too
trigger-happy. After I dismiss it I would expect it to not show up until
the next upgrade requiring a reboot. Instead, it pops up after any apt
operation (even apt update), which means with Landscape or auto security
upgrades enabled, the dialog pops up quite often.
