This appears to be intentional and was done by the change in lp:~jbicha
/software-properties/dont-show-in-gnome-system-settings (not by me). So
software-properties-gtk should not show in GNOME Control Center but
software-properties-gnome should.

Bug description:
  software-properties-gtk.desktop isn't displayed in GNOME Control
  Center 3.10 because it contains line:

  NotShowIn=GNOME;

  Please remove "NotShowIn=GNOME;" line from software-properties-
  gtk.desktop.in - it seems Robert Ancell simply forgot to do this few
  months ago:

  software-properties (0.92.32) trusty; urgency=low

    * data/software-properties-gtk.desktop.in:
      - Show in both GNOME control center and Unity control center (LP: #1257505)
