I started a branch for this now that does the checks. The open question
is where the list of the libs that are part of the framework(s) should
live. My approach is a bit simple right now. My gut feeling is that it
should be part of click and the click build to generate the list.

Bug description:
As recently discussed with asac:
The click store review tools should support checking if the click is
self-contained or if it lacks libraries that are not part of the
declared frameworks. This probably needs a bugtask against the review
tool, but we need to export this information from click too (if we
don't do that already).
