9.04 reached end of life some time ago, are you able to reproduce this
with 12.04?

Bug description:
  Binary package hint: ubiquity

  Ubuntu 9.04 beta.

  Intel 945 chipset, two SATA drives on SATA1, SATA3.  PATA IDE optical
  drives.

  System is supposed to be dual boot, with first partition on both
  drives being NTFS.  I tried an install, and GRUB is never installed,
  even though it is supposed to be.
