I tried to reproduce this bug by running "make SELINUX_DEF=-DDEBUG
sulogin", and the -DDEBUG flag was used during built.  Do you still see
this problem?  If not, I suspect it has been solved in the mean time.

  SELinux Flags Not Passed

Status in “sysvinit” package in Ubuntu:
  New

Bug description:
  When compiling the debain source using gcc, the CPPFLAGS for SELinux
  will not get pass to sulogin.o and init.o. Making the compiling of
  these two object similar to init_utmp.o which has addressed the same
  issue.

  I have attached a patch that has been applied to the latest available
  stable patchset, sysvinit_2.88dsf-43.debian.tar.gz.
