[Bug 1273725] [NEW] simplify adt-virt-lxc startup checks

Public bug reported:
Instead of our mad /var/lib/lxc/ poking, run "lxc-attach runlevel" and
wait until it switches to 2 (or better, anything else than "unknown" or
"S"), and also add a timeout.
Also, drop the hardcoded "sudo" and replace it with a -s/--sudo virt-lxc
option. That way you can still run adt-run as root, but decide whether
to use system or user containers.
** Affects: autopkgtest (Ubuntu)
