This is completely out of scope for ubiquity. Also, please note that
Ubuntu Core images do not have a bootloader and do not have a kernel.

For small installations please use mini.iso or server.iso, those two can
support very minimal installations.

Status in “ubiquity” package in Ubuntu:

Bug description:
  In the installer you can press F6 to get an option to install "free
  software only".

  I would like there to be an option "Ubuntu Core only" that installs only the Ubuntu Core packages.
  Basically kernel, sh, and apt.
