Doesn't resolve the original problem of python:epub not being packaged,
but one can install pip, and then use that to install python:epub
So:
sudo apt-get install python-pip
sudo pip install epub

The package is needed by the Recoll content search tool in order to be capable of indexing ".pdf"-s and other e-books.
