Title:
  package libssl-dev 1.0.1-4ubuntu5.11 failed to install/upgrade:
  package libssl-dev is already installed and configured

Status in “dpkg” package in Ubuntu:

Bug description:
  apt-get upgrade was running from CLI. And I selected "UPDATE" button
  in package manager (GUI). I did that by mistake but my experience was
  that in the past, package manager was unable to do something because
  there was a lock on package DB. And I know that YUM in Fedora checks a
  lock so I cannot run two YUMs commands in the same time.

  I asked UBUNTU UPDATE MANAGER to update packages those were in the
  list. I didn't noticed that CLI command apt-get upgrade  in the
  command windows was not finished yet. The result was that two upgrade
  processes were running in the same time...
