[Bug 1269487] [NEW] bzr branches changelogs broken

The current debian/changelogs for bzr lp:ubuntu/trusty/upstart and
lp:/ubuntu/upstart have changelogs with versioning errors.

There are several recent version entries that are earlier than the
current archive version 1.11-0ubuntu1.

$ grep '^upstart' debian/changelog

upstart (1.11-0ubuntu4) UNRELEASED; urgency=low
upstart (1.11-0ubuntu2) UNRELEASED; urgency=low
upstart (1.10-2) unstable; urgency=low
upstart (1.10-1) unstable; urgency=low
upstart (1.11-0ubuntu1) trusty; urgency=low
upstart (1.10-0ubuntu9) trusty; urgency=low
