Title:
[MIR] mpdecimal, split out from python3.x

Status in “mpdecimal” package in Ubuntu:
  Fix Committed

Bug description:
The _cdecimal extension in python is built using the included
mpdecimal library. This package splits out the library, so that
python3.x and maybe later python2.7 can be built using the system
  library.
