It isn't that it is installing the updates on the live cd; those updates
that are downloaded are installed on the target. It just seems that
ubiquity only bothers upading a handful of packages, including
libreoffice, thunderbird, and firefox, rather than doing a full system
upgrade.

Bug description:
As stated in the summary, using the checkbox to install updates only
does it for the installer, rather than for the system itself, which
requires you to run Software Updates or sudo apt-get upgrade to pull
down the latest fixes / packages.
This is an unexpected behavior, as it is implied that Ubiquity would
update the system, rather than just itself. Hoping the behavior will
be changed to have Ubiquity pull down the latest packages when the
checkbox is checked.
This affects all versions of Ubuntu, at least 12.04+.
