Chowning all files on an existing drive would be entirely inappropriate.

Bug description:
  In Dolphin the user can see all local dirves, both mounted and
  unmounted. However, often the user cannot browse the disks because
  they belong to root. I suggest that at install time, all local disks
  be chowned to the user configured in the install.
