I'm seeing this too in Xubuntu 13.10. Marked as a duplicate of a
slightly older bug report #1217407 so that we can focus discussion in
one place.

Bug description:
  The offline / online notifications that whoopsie gives are probably
  only useful if we're running in foreground mode. Equally, it shouldn't
  be sending notifications when the state hasn't actually changed from
  what we thought it to be.
