Does it never install anything or was this a one time issue?  In the
development release there are regularly situations where packages may
not be installable because there dependencies are not all available.

Additionally, do you have -proposed enabled?  You really shouldn't for
the development release.

  apt-get only tells download complete", but never downloads anything. The packages given to be upgraded are not downloaded and never installed:
