Bug description:
Potential confusion for operators during installation:
During QATracker 14.04 Trusty Tahr Daily testing the install 'window'
is not 'sticky' -- appearing on all workspaces -- using a mouse
scroll wheel while the cursor is on the blank 'desktop' makes the
window 'disappear' when actually one is only inadvertently changing
the workspace, which accidental change could confound an unwitting
operator who might not know how to recover the original workspace
since there is no workspace indicator displayed.
One could wonder: Why should there be more than one workspace for
ubiquity?
Alternatively one could ponder that making the default behaviour of
the mouse wheel actuation to change to another workspace is
problematic.
