Public bug reported:

While doing the distribution upgrade from 13.04 to 13.10, after the "Preparing to upgrade" and "Setting new software channels" phases were finished and before the "Getting new packages" one started, a window popped up with the usual information and warnings. After I clicked on the "Details" button, the the window expanded to a height much bigger than necessary (that is, there was plenty of empty space in it; perhaps this was the height that would be needed if all of the collapsed-by-default items in the Details box were to be unfolded). exceeding total screen height.
This is the first fault: window height should only expand as needed and _always_ be kept within the area of the screen (if more is needed, then it must have a scroller).
The buttons to proceed or cancel were both outside the screen, below the bottom.

Furthermore, the window could not be resized in height. Usually you can
reduce (or increase) the height of a window by dragging its top border.
In this case the top border would act as a handle but you could not drag
it downwards, as if the window was at its minimum height and could not
be shrinked. This is the second fault: no matter what, you must be able
to resize this window. If you resize it to a size too small to contain
all the content, then a scroller should appear.

After a few seconds of panic, I realised I could move the window upwards
by alt-clicking on it and dragging it. This way I could access its
continue button.

Not a big deal but definitely a usability bug.
