The same problem exists in xubuntu 13-10.

How to replicate error:
1. Use unetbootin to unpack debian-7.4.0-amd64-xfce-CD-1.iso to usb stick
2. Unpack xubuntu-13.10-desktop-i386.iso  with unebootin to the same usb stick
3. You will get an error "trying to overwrite 'etc/console-setup/compose.ISO-8859-13.inc', which is also in package console-setup 1.88 ()end of message()." during xubuntu install.

Working workaround:
format/erase usb stick before unpackig ubuntu iso

Bug description:
  The error info says: trying to overwrite 'etc/console-
  setup/compose.ISO-8859-13.inc', which is also in package console-setup
  1.88   ()end of message().

  I have windows 7 installed on another partition, and I was installing over a pre-existing 13.04 installation I no longer wanted.
  I get the same error with Ubuntu spinoffs as well (Lubuntu, Ubuntu Gnome, Xubuntu, etc.)

  I am on an AMD64 system and I was installing using a Unetbootin live-
  cd, please help (and tell me what other info about my specs might
  help).
