Public bug reported:

I'm using Ubuntu 14.04 dev with apt 0.9.15.1ubuntu1 and it seems apt is
doing on downloading files a mathematical rounding for the progression.
For example apt can show that it has already 100% downloaded while it is
still downloading some MiB. Maybe it would be better if the progression
would be rounded down.
