[Bug 1281184] [NEW] Black screen from newer kernel.

Public bug reported:

Screen is black after logging in. The computer still sort of works and
if I'm lucky I can log out. I also once saw a video error message pop up
during a shut down. I didn't get a good look at it, but it said
something about running slower in low graphics mode and had some options
to pick from. Ubuntu itself runs normally with gnome classic flashback
no effects however many programs have graphical issues that I think are
related. This problem started when updating from 12.04 to 12.10 and
continued after the update from 12.10 to 13.10 however this computer has
always had weird issues with video. As far as I can tell there are no
bios/firmware updates and I'm running correct up to date video drivers.

The computer is a HP Compaq 6510b laptop. Running Ubuntu 13.10
